Guidance value revision 2026: announced at 12–30%, but not yet notified — how it hits stamp duty
Stamp duty is charged on the higher of guidance value and agreement value. A notified hike would raise costs even if the price you agree doesn't change.
Guidance value is the government's minimum value for a property in a given area. Stamp duty and registration fee are charged on whichever is higher — the guidance value or the price in your agreement — so when guidance values go up, your costs can rise even if the negotiated price doesn't.
Karnataka initially proposed raising guidance values by 10–15% from April 2026. In early April, the Department of Stamps and Registration announced zone-wise increases of 12% to 30%. As of late May 2026 — the latest status we could verify — the revision had been announced but not gazette-notified, meaning the old guidance values remained legally operative.
Before registration, ask your lawyer which guidance value applies on the registration date and get the duty calculated in writing. If you're close to registering and a notification looks imminent, registering earlier can save money — but never rush the legal checks to beat a deadline.
